Whether you are tearing through Los Santos in a heavily armored Kuruma, trading sniper fire on top of Maze Bank Tower, or surviving the relentless onslaught of a heist finale, your weapons dictate your success. With over a decade of updates, DLCs, and balancing tweaks, the game’s armory has become incredibly bloated. Sorting through it all can be daunting for both new players and returning veterans.

This tier list ranks the absolute best weapons in GTA Online's Legacy edition. To keep this list focused and practical, we are excluding heavy weaponry (like the Rhino tank or Chernobog cannons) and explosive launchers, as those inherently break standard PvE and PvP encounters. Instead, this list focuses on the primary tools you will actually use daily: Assault Rifles, SMGs, Pistols, and Sniper Rifles. Rankings are based on a composite score of damage per second (DPS), accuracy, range, magazine capacity, and overall versatility across Heists, CEO/VIP work, and Freemode combat.

S Tier

These are the undisputed kings of the GTA Online armory. If you have these unlocked, they should be your default go-to options. They offer the highest raw damage, the best handling, and mechanics that elevate them above standard firearms.

  • Special Carbine (Assault Rifle)

The Special Carbine remains the gold standard for medium-to-long-range engagements in GTA Online. What sets it apart from the standard Carbine Rifle is its superior damage profile and incredibly tight recoil pattern. It features a higher fire rate than the Assault Rifle while maintaining pinpoint accuracy when fitted with a scope and suppressor. In Freemode, where encounters often happen at highway speeds or across city blocks, the Special Carbine consistently secures one-burst headshot kills against players with standard armor. It transitions flawlessly from close-quarters spray to measured, long-distance taps, making it the most reliable primary weapon in the entire game.

  • Military Rifle (Assault Rifle)

Introduced in the Cayo Perico Heist update, the Military Rifle quickly carved out its own S-tier legacy. Mechanically, it is a hybrid between an Assault Rifle and an SMG. It boasts a blistering fire rate that shreds armor plates in PvE scenarios and overwhelms opponents in PvP. The defining feature of the Military Rifle is its integrated suppressor. While this slightly reduces its range compared to the Special Carbine, it keeps you entirely off the minimap when firing, giving you a massive tactical advantage in Freemode. Furthermore, its unique reload animation is lightning-fast, minimizing downtime during heated firefights. If you prefer an aggressive, run-and-gun playstyle, this is your weapon of choice.

  • Heavy Sniper Mk II (Sniper Rifle)

No GTA Online loadout is complete without a Heavy Sniper Mk II. It is the ultimate expression of power projection in the game. With explosive rounds equipped, it can destroy unarmored vehicles in a single shot and instantly eliminate players regardless of their armor level. Even if you prefer standard ammunition for PvE missions to avoid blowing up objective vehicles, the Mk II’s base damage is devastating. The addition of thermal and night vision scopes makes it an essential tool for the Cayo Perico Heist, allowing you to spot guards through walls and foliage. It dictates the flow of Freemode battles, forcing enemies into cover or into aircraft just to avoid your line of sight.

  • AP Pistol (Pistol)

The AP Pistol is a paradox; it is a sidearm that outperforms many primary weapons. Its placement in S-tier is non-negotiable due to one specific mechanic: you can fire it while driving. In a game where vehicle combat is paramount, the AP Pistol is the absolute best drive-by weapon. It has an excellent fire rate, respectable damage, and a large magazine. It easily pops the tires of pursuing NPCs and can shred through the armor of player-driven vehicles. Outside of a car, it remains a highly viable backup weapon, capable of stealing headshots in a pinch if your primary runs dry.

A Tier

A Tier weapons are exceptional, highly lethal choices that fall just short of S-tier due to minor drawbacks like lower damage output, harsher recoil, or specific situational limitations. They are the backbone of many alternative loadouts.

  • Assault SMG (SMG)

If you do not have the Military Rifle unlocked, the Assault SMG is the next best thing for close-to-medium range. It essentially functions like an SMG version of the Special Carbine. It features an extremely high fire rate and excellent accuracy for its class. The Assault SMG excels in tight corridors, such as inside the Pacific Standard Bank or the Cayo Perico compound, where its fast time-to-kill (TTK) is unmatched by standard rifles. Its only downfall is its damage drop-off at longer ranges, making it strictly a CQB (Close Quarters Battle) specialist.

  • Combat MG Mk II (Light Machine Gun)

The Combat MG Mk II is a bullet hose designed for absolute suppression. With a 200-round default magazine that can be upgraded, running out of ammo mid-fight is practically impossible. The Mk II variant allows for incendiary rounds, which are remarkably effective in PvE heists, as enemies caught in the blaze will stop shooting and panic. In PvP, the sheer volume of fire forces opponents to keep their heads down. It misses S-tier because its movement speed penalty while aiming is severe, and its iron sights are somewhat obstructive, making targeting moving players at mid-range slightly clunky.

  • Double-Action Revolver (Pistol)

The Double-Action Revolver is a fan-favorite that rewards pure mechanical skill. In GTA Online, headshots are the great equalizer, and this revolver deals massive base damage. If you land a headshot, it is often a guaranteed one-shot kill, even against players with maximum toughness upgrades. The "Dead Eye" aiming perk it unlocks through its specific challenge further cements its lethality. However, the incredibly slow rate of fire and the strict requirement for precise aim keep it out of the top tier. In the hands of a novice, it is a liability; in the hands of a master, it is a formidable dueling weapon.

  • Carbine Rifle (Assault Rifle)

The classic Carbine Rifle is essentially the slightly weaker, older brother of the Special Carbine. It has been in the game since day one and remains a highly reliable, no-nonsense assault rifle. It features predictable recoil and good all-around stats. Many veteran players still keep it equipped simply out of muscle memory. It drops to A-tier simply because, mathematically, the Special Carbine and Military Rifle outclass it in both damage and utility.

B Tier

B Tier weapons are perfectly viable and can easily carry you through the game, but they are generally outperformed by the options above. They often require specific attachments to become truly effective or suffer from glaring quirks.

  • SNS Pistol Mk II (Pistol)

This weapon earns a spot here strictly as a budget drive-by alternative to the AP Pistol. It lacks the raw fire rate and magazine size of the AP Pistol, but it makes up for it with versatility. The Mk II customization allows you to add a micro-flare, turning it into a tool to blind pursuing helicopters, and a suppressor to keep you off the radar. If you are low on funds and cannot afford the AP Pistol's ammunition drain, the SNS Pistol Mk II is a highly competent sidearm that gets the job done.

  • Advanced Rifle (Assault Rifle)

Once considered the absolute best weapon in the game during the early days of GTA Online, time has not been kind to the Advanced Rifle. It still boasts an excellent rate of fire and very low recoil, making it laser-accurate. However, its damage per shot is noticeably lower than the Carbine and Special Carbine families. In the current Legacy meta, where players have access to heavy armor and ballistic equipment, the Advanced Rifle requires too many shots to secure a kill, losing out in the crucial time-to-kill math.

  • Micro SMG (SMG)

The iconic Micro SMG (or Uzi) is a classic GTA weapon. It features an absurd fire rate and is surprisingly accurate when fired from the hip or while in a vehicle. It is a fantastic weapon for drive-bys if you prefer spraying and praying over the precise taps of the AP Pistol. However, its absolute lack of damage per bullet means you will often empty an entire magazine into an armored target just to break their shields. It is fun, loud, and chaotic, but objectively inferior in high-level play.

  • Heavy Shotgun (Shotgun)

The Heavy Shotgun bridges the gap between traditional pump-action shotguns and the absurd minigun-style absurdity of the Sweeper. It fires in a rapid semi-automatic fashion and can delete players at close range. The problem is its incredibly harsh damage falloff. If your target is more than ten feet away, the pellets practically bounce off them. Given that most GTA Online combat occurs at medium range, the Heavy Shotgun spends too much time sitting in your inventory doing nothing.

C Tier

These are the underperformers. While some have a tiny niche use, they are generally outclassed by almost everything else in the game. You should avoid bringing these into serious PvE or PvP encounters.

  • Pump Shotgun Mk II (Shotgun)

You might be shocked to see a Mk II weapon in C-tier, but the Pump Shotgun Mk II is a textbook example of wasted potential. Yes, you can put explosive rounds on it, which sounds amazing until you realize that the base pump-action fire rate is agonizingly slow. If you miss your first shot with explosive rounds, the target will simply kill you while you cycle the next shell. If you use standard slugs, it functions like a slower, harder-to-use version of the Heavy Shotgun. It is a gimmick weapon that looks cool but fails in practical application.

  • Mini SMG (SMG)

The Mini SMG was added to the game with much fanfare, but it turned out to be a massive disappointment. It was supposed to be an upgrade to the Micro SMG, but it suffers from uncontrollable recoil and bizarre damage drop-off. The iron sights are obstructive, and the weapon feels incredibly inaccurate beyond point-blank range. Even in close quarters, the Assault SMG outperforms it in every conceivable metric. There is simply no reason to equip it.

  • Musket (Pistol/Rifle)

The Musket is a novelty weapon. It is a single-shot, muzzle-loading black-powder rifle that exists purely for comedic effect. While it can technically one-shot a player to the head if you manage to hit them, the travel time of the bullet, the massive recoil, and the painfully slow reload animation make it utterly useless in any combat scenario. Keep it in your backpack for trick shots, but never rely on it for actual gameplay.

  • Stun Gun (Pistol)

In a game where you are regularly fighting mercenaries, cartel members, and heavily armed police officers, a stun gun is practically a joke. It has a very short range, requires you to hold the trigger to keep the target stunned, and leaves you completely vulnerable to being shot by the target's friends. It has an incredibly niche use in specific VIP work where you need to capture a target alive, but outside of that single scenario, it is dead weight.

How to Use This Tier List

Understanding where these weapons land on the list is only half the battle; knowing how to apply them to your gameplay in GTA V Legacy is what will actually make you a better player. The meta of GTA Online is unique because it forces rapid transitions between vehicular combat, long-range sniping, and tight interior firefights, often within the span of sixty seconds.

The Art of the Quick Switch

You do not need to pick just one weapon. The most lethal players in Freemode master the weapon wheel. A highly recommended setup is pairing the Heavy Sniper Mk II with the Special Carbine or Military Rifle. Use the sniper to pick off targets at a distance or blow up pursuing vehicles. The moment an enemy gets within medium range, quickly flick to your assault rifle to finish the fight. Always keep the AP Pistol equipped in your pistol slot; if you are forced into a vehicle, you should instinctively switch to it the second you sit in the driver's seat.

PvE vs. PvP Context

Your targets change how you should view this tier list. In PvE scenarios like Heists or Contact Missions, AI enemies tend to stand still out in the open. In these cases, the Combat MG Mk II jumps up in value because you can safely exploit its massive magazine without worrying about movement speed penalties. Conversely, in PvP, movement is life. The slower handling of LMGs will get you killed against a skilled player using an S-tier assault rifle. Always optimize for mobility in Freemode.

The Ammunition Factor

Finally, consider the economics and logistics of your loadout. High-tier weapons chew through ammunition rapidly. The Military Rifle and Assault SMG will drain your bank account if you are constantly buying ammo. When doing long grind sessions, like the Cayo Perico Heist, it is sometimes smarter to use the standard Carbine Rifle. It uses cheaper, more plentiful ammo, and the financial difference adds up over hundreds of gameplay hours. Master the S-tier weapons, but respect the logistical reality of the Legacy edition's economy.
