HELLDIVERS 2 Tier List - Best Characters & Builds
Tier List Overview
In HELLDIVERS 2, there are no distinct "characters" or classes to level up. Every Helldiver has access to the exact same pool of Stratagems, Armors, Boosters, and Weapons. Because of this, ranking "characters" doesn't make sense—the true metric of power in Helldivers 2 lies in your builds. A build is the holistic combination of your primary weapon, support weapon, four Stratagems, armor permutation, and Booster.
This tier list ranks the most powerful, consistent, and efficient builds currently viable in the game for high-level difficulty (Difficulty 7 through 9). The rankings are based on three core metrics: Time-to-Kill (TTK) against heavy armor, crowd control (CC) capabilities against massive swarms, and ease of use (how much the build suffers from friendly fire or clunky mechanics). Whether you are fighting the Terminid swarm or the Automaton occupation force, these are the builds that will keep you alive and completing Major Orders.

S Tier
S Tier builds are the undisputed meta. They represent the pinnacle of HELLDIVERS 2 gameplay, offering near-flawless synergy between their components. If you want to guarantee a successful extraction on Helldive difficulty, you bring one of these loadouts. They excel against both bug and bot factions with minimal compromises.
The Railgun Sentry Bunker Build
This is arguably the most consistent build in the entire game right now. It revolves around setting up an impenetrable defensive perimeter while you safely clear targets from a distance.
- Primary Weapon: Liberator Penetrator (for bots) or Diligence Counter Sniper (for bugs). Both offer excellent medium-to-long-range armor penetration without risking friendly fire.
- Support Weapon: Quasar Cannon. This is your heavy armor deletion tool. It charges quickly, has infinite ammo, and arcs over teammates, completely eliminating the biggest downside of traditional launchers.
- Stratagems: Railgun Turret, Laser Cannon Sentry, Shield Generator Pack, A/MG Sentry or EMS Mortar Sentry.
- Armor: SC-37 Trinity or any armor with Fortified (extra armor) and a large stamina regen buff.
- Booster: Stun Enhancement or Entrenched.
Why it’s S Tier: The Railgun Turret recently received a buff that made it one of the most lethal AI-controlled weapons in the game. It accurately targets and instantly penetrates heavy armor on Devastators, Hive Guards, and Chargers. By bringing a Shield Generator, you protect your stationary arsenal from incoming Stratagem strikes and projectile fire. You simply drop your gear, huddle under the bubble, and let the automated turrets win the game for you while you snipe medium targets.
The Napalm Airstrike Incinerator
When it comes to pure area denial and crowd control, nothing touches the fire meta. This build turns the battlefield into a hellscape, completely shutting down enemy movement lanes.
- Primary Weapon: Fuel Injector Shotgun (Blitz) or Purifier Plasma Rifle.
- Support Weapon: Flamethrower (for bugs) or Anti-Material Rifle (for bots).
- Stratagems: Napalm Airstrike, Incendiary Bombs, Hellbomb or Orbital Laser, Guard Dog Rover.
- Armor: Medium armor with Democracy Protects (50% chance to ignore fatal damage, saving your life from rocket deviators and bile spewers).
- Booster: Fireproof (mandatory to completely ignore friendly fire from your own napalm).
Why it’s S Tier: Fire damage in HELLDIVERS 2 has a hidden stagger mechanic that forces enemies to stop moving and writhe in agony. Against Terminids, a single Napalm Airstrike will completely halt a Charger rush, killing the smaller bugs and stripping the Charger's leg armor. Against Automatons, it forces Devastators to stop shooting and walk through the flames, essentially silencing their firepower. With the Fireproof Booster, you can casually walk through your own Stratagems, making it incredibly forgiving.

A Tier
A Tier builds are highly effective and will comfortably carry you through Difficulty 9. They might lack the absolute brainless efficiency of S Tier setups, or they might require slightly more mechanical skill to pilot, but they are fundamentally sound and incredibly lethal.
The "Blitz" CQB Breacher
For Helldivers who prefer aggressive, fast-paced gameplay, this build turns you into a close-quarters monster capable of deleting entire rooms in seconds.
- Primary Weapon: Breaker Incendiary or SG-225 Breaker.
- Support Weapon: Fuel Injector Shotgun (Blitz).
- Stratagems: Impact Grenades, Grenade Launcher, Airstrike, Orbital Precision Strike.
- Armor: Light or Medium armor with Scout (increased throw distance) to keep your explosive Stratagems safely away from your face.
- Booster: Muscular Enhancement (for faster throwing and reloading).
Why it’s A Tier: The Blitz shotgun is a powerhouse that can one-shot Devastators and stagger Chargers if you aim for the face. By stacking it with a rapid-fire primary shotgun and the Grenade Launcher, you have uninterrupted close-range dominance. It drops down from S Tier only because its extreme range limitation makes it vulnerable during wide-open outdoor engagements where you cannot close the distance safely.
The Orbital Precision Sniper
This build focuses on extreme single-target damage, perfect for picking off high-value targets before they become a threat to the squad.
- Primary Weapon: Anti-Material Rifle or Spear (if you have perfect aim).
- Support Weapon: Heavy Machine Gun (for emergency close-range spray).
- Stratagems: Orbital Laser, Orbital Precision Strike, Eagle 500kg Bomb, Supply Pack.
- Armor: Heavy armor with Fortified to ensure you survive the sniper counters from Automaton Snipers or Shriekers.
- Booster: Radar Booster or Expert Extraction Pilot.
Why it’s A Tier: The combination of the Orbital Laser and Orbital Precision Strike means you always have an answer for Tank-class enemies, Hulks, and Bile Titans. However, this build struggles heavily when overwhelmed by sheer numbers. If a massive swarm of Hunters or Warriors flanks your position, your slow-firing, high-damage tools will fail to output enough crowd control to save you, requiring you to rely heavily on your team.

B Tier
B Tier builds are decent options that can absolutely work on Difficulty 7 and 8, but they begin to show cracks on Helldive. They usually feature one glaring weakness—such as low ammo economy, high friendly fire risk, or poor armor penetration—that forces the player to work much harder for the same results.
The Classic "Boom and Zoom" Rocketeer
This is the build most new players gravitate toward, as it focuses on explosive launchers and heavy ordnance.
- Primary Weapon: Scorcher.
- Support Weapon: EAT-17 or GR-8 Recoilless Rifle.
- Stratagems: Eagle Airstrike, 500kg Bomb, Rocket Pods, Supply Pack.
Why it’s B Tier: Explosive damage is inherently risky in HELLDIVERS 2 due to friendly fire. On higher difficulties, enemies move faster and get within melee range almost instantly. Dropping a 500kg bomb or firing a Recoilless Rifle when three teammates are surrounded by bugs will result in a squad wipe. Furthermore, many heavy enemies now possess spaced armor that severely reduces explosive damage, meaning you often have to hit the same Charger twice with a Recoilless to kill it, burning through your limited supply ammo.
The Sentinel Laser Drone spam
This build relies on taking multiple forms of automated drones to create a "death cloud" around your person.
- Primary Weapon: Dominator or Tenderizer.
- Support Weapon: Autocannon.
- Stratagems: Sentinel (Fafnir), Guard Dog Rover, Gatling Sentry, Orbital Strike.
Why it’s B Tier: While incredibly fun, AI companions in this game suffer from erratic targeting. The Fafnir Sentinel often wastes its laser beam shooting at individual small bugs instead of the Charger charging your face. The Gatling Sentry is also notorious for spinning up, shooting a single Devastator in the chest (doing zero damage due to heavy armor), and then running out of ammo. It is a highly chaotic build that lacks the focused damage required for consistent Helldive clears.

C Tier
C Tier represents builds that are fundamentally flawed by the current game mechanics. These are traps for inexperienced players. They might look incredibly cool or sound powerful in theory, but in practice, they will get you killed repeatedly on higher difficulties.
The "Melee Melee" Melee Build
With the addition of the Patriot's Pen and melee-focused perks, some players attempt to run into battle wielding only their bayonets and heavy armor.
- Primary Weapon: Any weapon with a bayonet (like the Stalwart or Diligence).
- Support Weapon: None (to maximize run speed).
- Stratagems: Strafing Run, Gatling Barrage, Hellbomb, Supply Pack.
- Armor: Heavy Armor with Extra Stamina perks.
Why it’s C Tier: Melee combat in HELLDIVERS 2 is an absolute last resort, not a primary strategy. Every enemy in the game has a massive hitbox, and getting close enough to stab a Devastator means you are well within the instant-kill radius of their melee attacks. Furthermore, heavy armor slows your movement speed, completely defeating the purpose of trying to run up to enemies. You will be gunned down by Scout Striders or torn apart by Spewers long before you reach stabbing distance.
The Pure Concussion Lockdown
A build designed entirely around stunning enemies using the Gas Strike, Stun Grenades, and the Arc Thrower.
- Primary Weapon: Arc Thrower (to stun groups).
- Support Weapon: Stun Grenades.
- Stratagems: Gas Strike, EMS Mortar Sentry, Shockwave Grenades, A/MG Sentry.
Why it’s C Tier: Stun mechanics are fantastic... when paired with lethal damage. This build focuses entirely on the stun, forgetting to actually kill anything. Once the stun wears off (which happens faster on higher difficulties), you are now surrounded by a massive, completely alive horde of incredibly angry enemies. The Arc Thrower also suffers from a severe delay between pulling the trigger and the lightning striking, often resulting in the chain-arc jumping back and killing you through friendly fire.
How to Use This Tier List
Understanding the meta in HELLDIVERS 2 is crucial, but it is equally important to understand that team composition matters more than individual builds. If your entire four-person squad brings the S Tier Railgun Bunker build, you will likely fail. You will have no one pushing forward to complete secondary objectives, and if a single Tank spawns, you might lack the concentrated burst damage to take it down before it flanks your bubble.
The ideal squad composition blends different tiers to cover all roles. You want one player running a Bunker build for area control, one player running an Incinerator build for crowd control, one player running a Sniper build for heavy armor removal, and one flexible player running an A Tier CQB or Explosive build to push objectives and clear bug holes/fabricators.
Additionally, keep an eye on balance patches. Arrowhead Game Studios is highly active, and a single patch can completely shift the meta. A recent patch altering enemy armor values inadvertently made the Railgun Turret a god, while another patch completely nerfed the Spear into the ground. If a weapon in this tier list receives a nerf to its damage, stun chance, or ammo economy, do not be afraid to drop it down a tier in your own mind. The true S Tier build is the one you understand intimately, can aim accurately, and know how to use without team-killing your squad. For Managed Democracy!
