Tier List Overview

In ONE PIECE World Seeker Deluxe Edition, players step into the straw sandals of Monkey D. Luffy on a seamless open-world island. Unlike traditional RPGs or fighting games, World Seeker does not feature a massive playable roster. Instead, the depth of its combat and progression system lies entirely in Luffy's Skill Trees (Builds) and the attachments you equip on his specific weapons. Because you are forced to play as Luffy, maximizing his potential is the only way to conquer the late-game challenges, including the punishing Boss Rush mode introduced in the Deluxe Edition.

This tier list ranks the absolute best builds and weapon attachment setups in World Seeker. We are evaluating these setups based on three core metrics: raw damage output against single targets (bosses), crowd control capabilities (clearing out Marine bases), and mobility/survivability in the end-game post-story content. Whether you are looking to steamroll enemies with overwhelming force or play a tactical game of hit-and-run, understanding these tiers will help you allocate your precious skill points and upgrade materials effectively.

S Tier

The S Tier represents the pinnacle of World Seeker’s combat mechanics. These builds completely break the game’s difficulty curve, allowing you to output massive damage while remaining practically untouchable. If you want to clear the Boss Rush without breaking a sweat, this is where you belong.

The Gum-Gum Mirage Build (Stealth / Critical)

This is unequivocally the most overpowered setup in the entire game. The Mirage build revolves around Luffy’s stealth mechanics, specifically his ability to dash through enemies while in hiding. By investing heavily into the Stealth skill tree, you unlock the ability to chain "Stealth Strikes" infinitely as long as you remain undetected or reset your aggro.

  • Why it dominates: Stealth strikes have built-in critical hit modifiers that scale exponentially with the right attachments. Furthermore, enemies cannot hit what they cannot see. You can clear out an entire Marine camp in seconds without taking a single point of damage.
  • Best Weapon Attachments: Equip any fist or polearm with Critical Damage Up, Stealth Damage Up, and Attack Speed Up. The Attack Speed attachment is the secret ingredient here, as it drastically reduces the recovery frames of your stealth dash, letting you assassinate targets back-to-back like a phantom.

The Gum-Gum King Kong Gun Build (Pure Burst Damage)

For players who prefer a straightforward, brute-force approach, the King Kong Gun build is the ultimate boss-killer. This build focuses entirely on maximizing the damage of Luffy's most powerful Gear 4th attack.

  • Why it dominates: King Kong Gun has an absurdly high base damage multiplier. When you combine this with the "Boundless" skill node (which prevents Haki from depleting during certain heavy attacks) and specific cooldown reduction attachments, you can spam this devastating area-of-effect attack repeatedly.
  • Best Weapon Attachments: You want to stack Skill Damage Up, Heavy Attack Damage Up, and Haki Consumption Rate Down. By minimizing the Haki cost, you stay in Gear 4th longer, ensuring you can fire off multiple King Kong Guns before reverting to base form.

A Tier

A Tier builds are highly effective, reliable, and will carry you through the main story and most post-game content with ease. They lack the absolutely game-breaking synergy of the S Tier but offer a much more engaging, traditional One Piece combat experience.

The Gum-Gum Red Roc Build (Armament Haki Melee)

Introduced as Luffy's signature move in the Wano Country arc (and added to World Seeker via updates), the Red Roc build turns Luffy into a devastating close-quarters brawler. This build focuses on advanced Armament Haki infusion.

  • Strengths: Red Roc attacks have natural armor-piercing properties, meaning they ignore the block mechanics of elite Marine officers and high-level bosses. The animations are fast, and the combos flow beautifully, making it the most visually satisfying way to play the game.
  • Limitations: It requires you to be in close range, which leaves you vulnerable to grab attacks from larger enemies. It also consumes Haki at a steady rate, meaning you cannot sustain it indefinitely like the Stealth build.
  • Best Weapon Attachments: Armament Haki Damage Up is mandatory. Follow it up with Melee Damage Up and Knockback Resistance to ensure you don't get interrupted during your combo strings.

The Gum-Gum Grizzly Magnum Build (Mid-Range Control)

This build turns Luffy's giant stretched arms into mid-range cannons. It is an excellent compromise between the safety of ranged combat and the high damage of melee.

  • Strengths: Grizzly Magnum has a massive hitbox and fantastic stagger potential. It is incredibly useful for knocking flying enemies out of the sky or interrupting enemies who are charging up heavy attacks from a distance.
  • Limitations: The wind-up animation is incredibly long. If you telegraph the attack, a fast boss will easily dodge it and punish you, making it a high-risk, medium-reward option compared to King Kong Gun.
  • Best Weapon Attachments: Projectile Speed Up (to make the attack connect faster), Stun Rate Up, and Heavy Attack Damage Up.

B Tier

B Tier options are decent and perfectly viable for casual playthroughs, but they begin to show their flaws during the more challenging Deluxe Edition content. They usually suffer from either inferior damage numbers or clunky mechanics that put Luffy at unnecessary risk.

The Gum-Gum Elephant Gun Build (Uncharged Heavy Attacks)

This build focuses on using the base Elephant Gun attack without fully charging it, relying on the Haki-infused impact to deal consistent, steady damage.

  • Strengths: It is very easy to use. You don't need to manage complex stealth mechanics or carefully time massive Gear 4th abilities. You just walk up, hit an enemy with a giant fist, and watch them stagger.
  • Limitations: The damage falls off a cliff in the late game. Enemies in the post-game DLC islands have massive health pools, and simply spamming uncharged Elephant Guns will turn fights into tedious wars of attrition. You will likely run out of Haki before the boss runs out of health.
  • Best Weapon Attachments: Haki Recovery Speed, Normal Attack Damage Up, and Stamina Consumption Down to keep the pressure on as long as possible.

The Observation Haki Counter Build

This setup focuses on leveling up the Observation Haki tree to maximize the slow-motion dodge window and the subsequent counter-attack damage.

  • Strengths: It makes you feel like a true master of Haki. When executed perfectly, you take zero damage while doling out counter-hits. It is highly stylistic and rewarding for players with good reflexes.
  • Limitations: It is fundamentally flawed in crowd-control situations. Observation Haki counters usually only work on the single enemy you are locked onto. If you are fighting three or four bosses simultaneously (which happens often in Boss Rush), you will inevitably get hit by an off-screen attack while trying to counter someone else.
  • Best Weapon Attachments: Counter Damage Up, Observation Haki Duration Up, and Dodge Invincibility Window Extension.

C Tier

C Tier represents the bottom of the barrel. These are builds, mechanics, or weapon attachment combinations that are actively detrimental to your success or are completely outclassed by almost everything else in the game. You should avoid investing your limited skill points into these areas.

The Gum-Gum Pistol / Basic Combo Build

This is quite literally just mashing the basic attack button without utilizing any Gear techniques, Haki, or stealth. It is the build you start the game with.

  • Why it fails: Basic combos have no armor-piercing, no hyper-armor, and minimal stagger capability. By chapter three, basic enemies will simply block your pistol combos, and elite enemies will interrupt you with their own attacks. The DPS (damage per second) of basic attacks is mathematically inferior to even the most poorly optimized skill tree setups.
  • Attachments won't save it: Even if you stack Normal Attack Damage Up attachments, the scaling is so poor that it remains a non-viable strategy past the early game.

The Gum-Gum Balloon / Defensive Tanking Build

This build attempts to use Luffy's Gum-Gum Balloon to absorb damage and reflect projectiles, creating a "tank" playstyle.

  • Why it fails: World Seeker is not a game designed for tanking. Luffy’s defensive options are incredibly weak. Gum-Gum Balloon only reflects standard Marine rifle fire, which is negligible damage. When boss enemies use their unblockable skills, Balloon shatters instantly, leaving you stunned and vulnerable. Furthermore, investing points into defensive skills yields absolutely no offensive synergy, causing fights to drag out infinitely.
  • Attachments to avoid: Do not waste your rare Defense Up or Damage Reduction attachments on this. In World Seeker, the best defense is killing the enemy before they can attack you.

How to Use This Tier List

Understanding the tiers is only half the battle; knowing how to apply them to your specific playthrough of ONE PIECE World Seeker Deluxe Edition is what will actually save you time and frustration. Because the game does not feature a traditional "respec" option that is easily accessible at all times, planning your build path early is crucial.

Playstyle Considerations: If you are a patient player who enjoys stealth games like Assassin's Creed, the S Tier Mirage build will feel like a dream. However, if you find sneaking around tedious and just want to experience the flashy anime combat, the A Tier Red Roc build is highly recommended. Do not force yourself to use an S Tier build if it conflicts with how you want to play; the A Tier options have more than enough damage to beat everything in the Deluxe Edition.

Progression Pacing: Do not attempt to rush an S Tier build at level 1. The Stealth and Gear 4th skill trees are locked behind story progression. In the early hours of the game, you will inevitably be playing a "B Tier" basic Haki melee build. Use this time to gather attachment materials and save your skill points. Once the game unlocks the upper halves of the skill trees, dump all your saved points into your chosen S or A Tier path.

Attachment Management: The Deluxe Edition comes with extra attachment slots, but high-tier attachments are still scarce. Do not waste your Skill Damage Up or Stealth Damage Up attachments on low-level weapons. Weapons scale with the island they are found on. Wait until you acquire a late-game weapon before investing your rarest upgrade chips. Furthermore, remember that you can swap weapon loadouts on the fly using the directional pad. Keep a Stealth weapon and a Heavy Damage weapon equipped at all times so you can adapt to whether you are clearing a base or fighting a boss.

Ultimately, World Seeker is a game about mastering Luffy's specific toolkit. By leaning into the overpowered synergies of the S and A tiers, you bypass the repetitive open-world grind and get straight to the satisfying power fantasy of being the future King of the Pirates.
